Governor David A. Paterson has appointed Mohawk Valley Applied Technology President, Paul B. MacEnroe, Chairman of the State’s Advisory Council on Green Procurement and Agency Sustainability. This Council was formed as an outgrowth of the Governor’s Executive Order Number 4. Executive Order 4 directs state agencies to develop Sustainability Programs; these are defined as projects, programs and policies designed to reduce the adverse public health and environmental impacts of an agency’s activities and operations. Areas of focus include reduction, reuse, recycling and composting of solid waste; reduction or elimination of the use and generation of toxic substances; enhanced energy efficiency and use of renewable energy sources; conservation of water and other natural resources, and maximization of the use of green products, services, and technology. While traditional manufacturing philosophies stress high utilization of machinery and manpower with little concern for cycle time or manufacturing waste, the Lean Manufacturing production philosophy focuses on creating greater production efficiencies through maximizing value-added activities while minimizing waste.

TWI consists of three standardized programs that teach the essential skills needed by all 3
supervisors and team leaders, regardless of their industry. These programs are: Skill in
Instruction, Skill in Improving Methods, and Skill in Leading People.
Participants attend class for 2 hours each day for 5 consecutive days and they return to the
workplace after each session to apply the techniques learned. Each participant must select a
current day workplace problem and demonstrate to the class how they applied the method to solve
that problem. Class materials include pocket reference cards for daily use to keep the improvements
coming after the training has been completed. Small class sizes of from 8 to 10 people keep
everyone involved to maximize learning.
