MVATC Waste Reduction Guide- Pollution Prevention Program

Purpose:

This program is a three way partnership among, MVATC, local companies and Empire State Development.  Its goal is to help companies become more profitable by reducing or eliminating the amount of waste produced by the company.  This may be the result of pollution prevention or reuse of waste through recycling. All of the project must show a documented economic impact and a documented reduction in pollution or waste for the company. This program may not be used to assist with compliance issues.  There are three phases to the project.

Phase 1:  Initial Evaluation.
During this phase a staff member of MVATC in conjunction with representatives of the companies will conduct a review of the facility to determine if there is the potential for savings and waste reduction.  This phase will be paid for by MVATC with the company committing resources to assist in the evaluation.  There is no fee charged or money changing hands during this step. If a potential is evaluated the company may opt to move to the next phase.

Phase 2: Comprehensive Business Assessment
This assessment is a top down and bottom up evaluation of every aspect of the company.  Waste minimization issues will be identified as well as other opportunities for business improvement.  This will involve a team from MVATC and the company to conduct the review and a written report will be issued to the company. This report will identify a project and will document the potential outcomes.   This report will remain confidential.  The cost of this phase of the project is $6,000.  The state will pay $5,000 and the company will pay the other $1,000.

If during the assessment, quantifiable waste reduction savings can be identified and the company commits funds, it may move to phase three.

Phase 3: State Grant.
A committee will review a brief application prepared during the assessment phase that identifies capital projects that will generate waste savings.  If approved by the committee the company will be eligible to receive 35% of the total capital project with a maximum limit of $20,000.
